Office of Research Security and Regulatory Trade Compliance
Purpose
The mission of Oklahoma State University’s (OSU) Office of Research Security and Regulatory Trade Compliance (OReSTCO) is to assist OSU faculty/staff/students in complying with highly technical regulations surrounding Research Security and Regulatory Trade (Export Control) Compliance and to do so in such a way as to foster the ongoing research, education, and outreach programs at OSU.
Why the Need?
The Office of Research Security and Regulatory Trade Compliance was established within the Division of Research due to either new Federal Regulation regarding Research Security coming from National Security Presidential Memorandum 33 (NSPM 33) and/or the Chips and Science Act as well as increased scrutiny on universities from the Department of State, Department of Treasury, and Department of Commerce regarding Export Control Regulations. As pointed out by the Office of Science and Technology Policy (OSTP), the overarching purpose of the federal research security efforts (including export controls) “is to make sure that institutions of higher education (IHE) and other research institutions recognize the altered global landscape and fulfill their responsibilities as the first line of defense against improper or illicit activity.”
Point Persons and Governance Process
The two individuals with primary responsibility of ensuring that OSU has policies and procedures in place to comply with the ever-changing federal regulations surrounding Research Security and Regulatory Trade Compliance are the Senior Associate Vice President for Research and the Assistant Vice President for Research Security and Regulatory Trade Compliance. While these two individuals are leading this effort, we have established a Research Security Working Group as a governance body for OSU builds and matures its Federally mandated Research Security Program. Although the Research Security Working Group has representation from a broad array of entities on campus, this group also reaches out to other relevant entities when necessary for the development or modification of OSU policies or procedures to maintain regulatory compliance. OReSTCO has two main functions: Research Security and Regulatory Trade Compliance.
