Mail or Ship Items

Many OSU faculty mail or ship materials to colleagues, now more than ever it is critical that Customs and export documents are completed correctly to avoid significant delays, lost shipments, and/or costly fines.  Please do not hesitate to contact the Export Control Office for help with your mailing or shipment.

 

When is an international/U.S. territory shipping export review required?

An international/U.S. territory shipping export review is required when the shipment is bound for either a U.S. Territory or an international destination and one of the following is true:

  1. The shipment is going to a comprehensively sanctioned/embargoed country (Iran, Syria, Cuba or North Korea)
  2. The shipment is going to China, Russia or Venezuela (i.e., high-risk countries)
  3. The shipment is valued at $2,500 or more
  4. The shipment is going to a government, military, and/or intelligence agency (wherever located)
  5. The shipment contains items that are:
    1. Developed for military or military purpose
    2. Related in any way to firearms, ammunition, weapons, and/or warfare
    3. Developed for use for, by, or with a nuclear reactor, nuclear weapons, or nuclear material (including detection)
    4. Radiation safety and/or detection equipment
    5. Radiation-hardened equipment, materials, and/or items
    6. For air, ground, body, or aquatic imaging
    7. For signal processing, navigation, and/or geo-positioning
    8. Novel, proprietary, composite, or engineered materials
    9. Infectious our hazardous materials
    10. A biologic material (including human/animal tissue, blood, reagents, cell lines, plasmids, vectors, or any material containing genetic material
    11. Organic plants, animals, minerals, insects, and human remains (including fossils)
    12. A chemical compound or mixture
    13. Prescription medicines, drugs, vaccinations, and vaccination kits
    14. Devises containing high-level encryption (including laptops, cell phones, and tablets)
    15. Software (not including open-source, publicly available software)
    16. Documents containing non-public technical data

What Items Can Be Shipped WITHOUT Review/Approval?

The International/U.S. Territory Shipment Attestation mailing or shipments, even if no export review is required.

Unless the following items are shipped to Iran, Syria, North Korea, China, Russia, Venezuela and/or to a Restricted or Prohibited party, the do NOT require an export review, approval, or license.

  • Basic laboratory supplies (test tubes, beakers, etc.)
  • Basic office supplies
  • Personal items such as clothing, toiletries, beauty products, etc
  • Textiles
  • Household goods
  • Promotional items (eg., cups, pens, folders, shirts)
  • Food products*
  • Artwork and artifacts”
  • Documents containing published or publicly available technical data
  • Documents containing non-technical data

*These items do not require an export license for shipment to a non-sanctioned country, but often require specific import or other permits for the country of entry.

 

Shipping Through OSU Mail Services vs. Other Carriers

When shipping through OSU Mail Services, shippers should review the International Shipping Review Process and determine if an export review is required.

  • If an export review is required, shippers must complete an International/U.S. Territory Shipping Review Request Form and obtain export control approval PRIOR to submitting the Mail Services Shipping Form and attach a copy of the approval to the Shipping Form.
  • If no export review is required, complete the Mail Services Shipping Form and include export attestation.

When shipping through another carrier (UPS, FedEx), shippers should review the International Shipping Review Process and determine if an export review is required.

  • If an export review is required, shippers must complete an International/U.S. Territory Shipping Review Request Form and must obtain export control approval PRIOR to initiating the shipment.
  • If no export review is required, complete the International/U.S. Territory Shipment Attestation and retain a copy for 5 years from the date of shipment.
